The attack was carried out by the same group but they had to get a new bomb-maker and this one was less competent/practiced than the previous one or 2. The attack was carried out by the same group but they have been infiltrated by someone connected to the SIS who disconnected the detonators but is staying deep cover to provide as much intel as possible. While no. 2 may sound less plausible - it is the explanation I believe more likely to be closer to the truth although if it was something along these lines, we are unlikely to hear about it for a long time, if at all. With the news unfolding over night, it looks like they were suicide bombers identical to two weeks ago, but with badly made bombs. Just a shame they didn't manage to catch them at the time.
